The experienced team here at Onn Point Civil Engineering was commissioned to conduct a flood risk assessment for a proposed hand car wash site, which includes valet bays and temporary cabins, located on a 0.2-hectare concrete area in Wetherby.
Our main aim was to ensure compliance with Leeds City Council policies and national flood risk regulations to support the planning approval process. The site is positioned approximately 430 meters from the Sand Beck watercourse, primarily within Flood Zone 1 (low risk), with a small section in Flood Zone 2 (medium risk). Historical data shows no significant flooding incidents in the area.
Our flood risk assessment identified several potential flood sources, including fluvial (river), pluvial (surface water), groundwater, and sewer flooding. The analysis revealed low risk for all sources, with the only concern being minor surface water pooling along the Carr Lane access route during heavy rainfall. This was considered a minimal risk and did not pose a significant threat to the site’s development.
The lack of substantial drainage infrastructure in the area highlighted the importance of site-specific water management solutions, and with our expertise, we knew we could deliver a seamless solution.

To effectively address surface water management, we proposed a sustainable drainage system (SuDS). The design included channel drains to handle stormwater from a 1-in-100 year event, with an additional 40% allowance for climate change impacts. This system ensures that runoff is managed effectively, returning the flow to pre-development levels to prevent downstream flooding.
The design also incorporates climate resilience strategies, projecting a 20-34% increase in river flows by 2080, as outlined by the Environment Agency. This comprehensive approach ensured that the development met flood risk management standards and reduced the potential environmental impact.
